The
Neighbourhood Plan

The following are the approved Neighbourhood Plan and supplementary documentation. The Plan can be used by RBC Planners to assess planning applications, but the community will be entitled to a minimum 25% of CIL income to spend on community infrastructure projects.
CIL - Community Infrastructure Levy. This is a levy on developers that must be paid to RBC if they get planning permission for a project.

Demography

In order to understand our population mix and how it might affect our area's needs in respect of housing and amenities, we undertook a demographic survey of the area based on published statistics.

History

Researching the history of the area helps us understand how, when and where the area developed and highlights the importance of preserving and enhancing our heritage through the use of design codes and planning policies.

Design Codes

Design codes guide developers and householders wishing to alter their properties so that the design of new structures and alterations are in keeping with the surroundings. This is a key reference document that will need to be adhered to, or with very good reason not to.

Cycling Survey

A survey was conducted by Runnymede Borough Council asking residents for their views on cycling and walking in the Borough. Information relating to our area has been extracted and the resulting report is now an advisory to the Plan.

Questionnaire Report

Residents and Business Questionnaires were conducted from July 2020 to June 2021. The Neighbourhood Plan and ancillary documents were based as much as possible on the wishes of residents reflected in the questionnaire responses.

Placemaking

Placemaking is about making Englefield Green a place that residents and businesses identify with and be proud to live or operate. This document attempts to address the issues facing Englefield Green and suggests solutions - the proposals need further development, but are intended to stimulate discussion and act as a base to move forward from.

Residents expressed a strong desire to preserve and enhance the ecology of the area so a report was commissioned by the Surrey Wildlife Trust. The report contains recommendations for improving our environment and the ecology of the area.

Housing Audit

This is a summary of the types and styles of buildings in subdivisions of our area and it assisted in guiding the provisions of the Design Codes. It consisted of a photographic survey of every street to create a record of the type, style and architecture of buildings in our area.

Communications Statement

This is a record of the communications we had with residents, RHUL and businesses throughout the Plan preparation process.

Non-Designated Heritage Assets

Non-designated heritage assets are buildings, monuments, sites and places proposed in the Englefield Green Village Neighbourhood Plan. A survey identified a list of buildings and structures resulting in a list of 106 entries (covering 182 assets).

Vistas & Views

A report which outlines some of the views from various points in the area which contribute significantly to the enjoyment of living and working in Englefield Green.

Masterplans

In their 2015-30 Local Plan, RBC allocated a site for 100 housing units at Wick Road and are considering including the Kingswood Hall site in the 2025-40 Plan. AECOM were commissioned to look at the sites, consider our design codes and propose schemes that conform with the Neighbourhood Plan's objectives.

I-Transport (a Company specialising in remodelling town centres) undertook a desk study to review our preliminary proposals for the central area of Englefield Green to ensure conformity with Highway design best practice and assist with speed reductions and to provide a budget.

SEA/HRA Assessment

RBC conducted a screening exercise to establish whether any strategic environmental assessment or habitats regulations assessment is required (no PDF).

Responses to Regulation 14 Consultation

The residents, local businesses and statutory authorities consultation in accordance with Regulation 14 of the Neighbourhood Planning Regulations 2012 took place between the 12th September and the 6th November 2022. Comments were received from residents, businesses and some Statutory Authorities. These were gathered together long with responses from the Neighbourhood Forum and any resultant changes to any of the documentation.

Basic Conditions Statement

The Basic Conditions Statement submitted for Reg 16 consultation

Summary of Representations

Residents were invited to make representations to the Independent Examiner in relation to the Plan.

Examiners Report

Taking the representations into account and clarifying outstanding queries, the Examiner's Report recommended some changes in wording and content.

Final Decision Statement

RBC accepted all of the recommendations therein and amended the Neighbourhood Plan to incorporate them.
